Even if there was no offer of reward it would technically still be a part 107 operation because it is not strictly for recreational purposes but the line does get blurry when you get that close so it would be exceeding unlikely the FAA would pursue.

Besides that, flying through the woods beyond line of sight is also technically illegal.
In general, the FAA is more reactionary, meaning that their involvement is only going to come into play if there is an incident or accident. An investigation will then take place, and if regulations were found to have been violated, it would not matter that the flight was in order to locate a lost canine.
